Amanda Harris is a Principal in Deloitte’s Government and Public Services practice with 17 years of experience. She supports both state Workforce Development Programs and HHS agencies in addressing their most pressing challenges and transforming agency operations to better enable their mission. Amanda’s experience includes leading workforce development projects that enhance service delivery for job seekers as well as statewide workforce analysis and stakeholder engagement to strategically address workforce crises among Human Services, Medicaid, Behavioral Health, and Home and Community-Based Services providers.

Dr. Bill Hazel is the Senior Deputy Director for the Claude Moore Charitable Foundation. The Foundation funds projects related to health workforce throughout the Commonwealth and focuses on health and human resource philanthropy in Loudoun County and Northern Virginia.
He completed his second term as Secretary of Health and Human Resources of the Commonwealth of Virginia in 2018 and then served as the Senior Advisor for Innovation and Community Engagement at George Mason University. Prior to becoming Secretary of Health, Doctor Hazel grew up in Fauquier County and graduated from Princeton University with a degree in Civil Engineering and Duke University with a degree in Medicine, finishing his orthopedic residency at the Mayo Clinic. He was an orthopedic surgeon with an office practice in Northern Virginia, was Assistant surgeon for the Washington Redskins, and the team physician for the D.C. United Professional soccer club. Dr. Hazel has been active in many local, state and national Medical Society's most notably as President of the Virginia Medical Society and Trustee of the American Medical Association.
In his eight years of service to the Commonwealth, serving under both parties Governors-McDonnell and McAuliffe- Dr. Hazel oversaw 11 state agencies including Medicaid, Health, Behavioral Health, Social Services and Aging and Rehabilitation.
During his first term, he led the Virginia Health Reform Initiative; established the Virginia Center for Healthcare Innovation; negotiated a settlement agreement with the Department of Justice that led to the first training center closures in Virginia; oversaw the implementation of an integrated eligibility system and co-chaired the Coordinating Council to address homelessness in Virginia. Throughout this work he stressed the need to recognize that citizens do not fit into siloed programs, and he began to address the need for a culture stressing the collective impact of all of the HHR Agencies.
During his second term, Dr. Hazel helped to establish the Children's Cabinet with the Secretary of Education to develop and implement a comprehensive policy agenda related to the wellbeing of the Commonwealths children from birth to age 21. He co-chaired a Task force on Mental Health and with the Secretary of Public Safety led the Commonwealth's response to the opioid epidemic.
Dr. Hazel has become a strong advocate for evidence-informed policies relating to health, healthcare, human services and technology and has engaged with philanthropy to fund upstream initiatives with a goal of prevention.
He and his wife, Cindy, are long time residents of Oakton where they have the good fortune to be near their two very cute grandchildren.
Yscaira Jimenez is Opportunity@Work's Chief Innovation Officer. Yscaira leads the STARs Studio – one of Opportunity@Work's efforts to build a more STARs-inclusive labor market by collaboratively designing and testing innovative new solutions with STARs themselves. Yscaira is a Cambridge local who (outside of her day-to-day work at Opportunity@Work) is a part of Apprenticeships for America as well as the Aspen Institute Latinos and Society Program – which are about creating more opportunities and stronger pathways for STARs. Prior to joining Opportunity@Work, Yscaira founded LaborX, the LinkedIn for the LinkedOut – linking people who are currently linked out of the knowledge economy to good jobs.
Beth Cobert is Acting President of the Markle Foundation. In this role, Beth leads Markle’s Rework America Alliance, a unique partnership of civil rights organizations, nonprofits, private sector employers, labor unions, educators, and others working to open opportunities for millions of people from low-wage roles to move into good jobs with opportunities for career advancement. The focus of the Alliance is to provide help for people who have built capabilities through experience but do not have a bachelor’s degree – particularly people of color and others facing systemic barriers in the labor market.
As Acting President at Markle, Beth employs her extensive experience in talent management and partnership development, as well as her acumen for harnessing the constructive potential of new technologies. Prior to joining Markle, Beth honed her leadership skills as Acting Director of the Office of Personnel Management (OPM) under President Obama. Before her time at OPM, Beth served as the Deputy Director for Management at the Office of Management and Budget (OMB).
Beth began her career at McKinsey & Company, where she became Senior Partner, and worked with clients across a range of sectors, including financial services, healthcare, real estate, telecommunications, and philanthropy. Beth is a fellow at the National Academy of Public Administration. She is a member of the Board of Directors of CBRE Group, Inc. and serves on the Princeton University Board of Trustees. Beth received a bachelor’s degree in economics from Princeton University and a master’s in business administration from Stanford University.
Dr. Lisa S. Vosper, affectionately “The Collaboration Queen”, currently serves as the Associate Commissioner for Workforce Education and Training at the Louisiana Board of Regents. She has a very diverse professional background, including having worked as a legislative assistant to a Louisiana state senator, so I understand, have participated and testified in the political process; taught as a seventh grade English teacher and drop-out prevention counselor, and community college instructor, so she is keenly aware of the importance of a strong PK-20 educational continuum; helped develop the organization of a worldwide evangelistic ministry, so her moral centering is sound; served as a tri state regional coordinator endeavoring to combat poverty in the Arkansas-Louisiana-Mississippi Delta, so she understands the impacts of poverty and appreciates the unique role of education in this regard; and worked as an executive on loan to the Louisiana Workforce Commission, so she has focused a significant portion of her work on the critical nature of education and employment alignment, and advancing the education-workforce continuum. As a graduate assistant at the Baton Rouge Community College, Dr. Vosper was instrumental in coordinating the curriculum development process for the new college that ultimately led to the establishment and consummation of articulation and transfer agreements between BRCC and other state colleges and universities. After joining the Board of Regent’s staff, Dr. Vosper convened the team and spearheaded the work which led to Louisiana’s Career Readiness Certificate. She was later appointed to ACT’s National Board of Advisors for Workforce Development, which provided guidance to ACT as it developed and launched the National Career Readiness Certificate. For the past 24 years, Dr. Vosper has held various roles at the state’s Coordinating Board for Higher Education, the Louisiana Board of Regents. She has served as Research Associate, Coordinator for Institutional Research, Director of Policy Analysis, Assistant Commissioner of Institutional Effectiveness, and Associate Commissioner for Workforce Education and Training. She has received numerous honors, awards, other forms of recognition, and affiliations including being invited by First Lady Michelle Obama’s Reach Higher Initiative to participate on a team representing Louisiana; selected and served on Southern University’s Global Workforce Team powered by the Thurgood Marshall College Fund, traveling to China and Africa to study and contribute to policy development on global education workforce alignment; featured as a “Higher Education Headliner” by the State Faculty Senate Association; selected as a “Trailblazer in Higher Education” by the Louisiana Association of Women in Higher Education (LAWHE); appointed by Governor Kathleen Blanco to her gubernatorial transition sub-committee on the Workforce and Economic Development, and later, to the Louisiana Women’s Commission on Policy and Research; appointed by Governor Bobby Jindal to his first transition team as a member of the Workforce Advisory Committee, and later, to the State's Workforce Investment Council as the official designee of the Commissioner of Higher Education; and served as a presenter to and resource for Governor John Bel Edwards’ Workforce and Economic Development Transition Team. She is the current Chair and relaunch organizer of the Louisiana Association of Women in Higher Education (LAWHE); an inaugural member of the U. S. Army’s Grassroots Advisory Council and its current Chair; and numerous other state, regional, and national policy teams. She was also selected as a contributing writer for the acclaimed “Women of Color Study Bible” (World Bible Publishers International). Through the years, she has successfully worked with and convened partners and stakeholders with diverse interests and backgrounds and leveraged these experiences to accomplish the goals of her agency and the State of Louisiana. Dr. Vosper is a consultant, motivational speaker and presenter in areas related to higher education and the workforce continuum, including secondary to postsecondary transitions, career pathways, coaching, preparation, and employability and faith-based and community relations. She has presented papers and articles, as well as keynote addresses and speeches, and served on panels or teams at numerous state, regional, national, and international workshops, site visits, training seminars and conferences. A Louisiana native, Dr. Vosper earned her Bachelor and Master’s Degrees from Southern University and A & M College, a Historically Black College and University (HBCU) and a Ph.D. in educational leadership and research, with an emphasis in higher education administration, from Louisiana State University and A & M College, the state’s flagship. She received from Louisiana Economic Development FastStart and Louisiana Community and Technical College System intense training and designation as a Certified Workforce Developer (CWD).
